Discrimination against orthodox schools in funding.

January 29, 2016. His Holiness Patriarch Kirill of Moscow and All Russia Kirill stated that the orthodox schools are discriminated against in the matter of funding as Interfax reports.

“Though the principle of equal funding of public and private schools is enshrined in the legislation some regional governments are seeking ways to reduce funding of orthodox schools compared to the state or municipal schools, thus orthodox schools are funded residually” – the Patriarch said on Friday at the IV Christmas parliamentary meetings in the Federation Council.

He provided an example when all the public schools in a particular region participate in the pilot project for the development of education and are provided with extra funding.

According to the Patriarch non-state schools are not included in this pilot project under various pretexts which is a discrimination against orthodox schools, citizens, children and parents, violation of the letter and spirit of law.

He also suggested that the funding of schools should depend on complexity and level of education.

“I take this opportunity to appeal for support to the Senators. In the regions the education should develop according to national peculiarities and traditions in cooperation with religious organizations” – said Patriarch.
