July 7, 2016. The National Council of Ukraine on Television and Radio decided to amend the List of foreign programs permitted for broadcast on the territory of Ukraine. 9 Russian channel programs were excluded from the list, including Orthodox channel “Union”, when American erotic channel “Penthouse HD” was included, as the Union of Orthodox Journalists reports.

According to the information posted on the National Council website, channels like “Child’s Smile”, “Psychology 21″, “Hunting and Fishing”, the Orthodox TV “Union”, “Amazing Life”, “Look TV”, “Mini- movie”, “Really funny TV” and “Footschool TV” were also banned.

“On these TV channels commercial advertising was broadcasted, which is a violation of the requirements of part 9 article 13 of the law of Ukraine “On advertising”, – is said in a statement.

The reason for prohibition of the Orthodox TV channel “Union ” was that it “has signs of a call for overthrow of the constitutional system and violation of territorial integrity of Ukraine, as it recognizes the existence of an unrecognized entity on the territory of Ukraine and thus is the form of its promotion in the media of the state – aggressor”.

The National Rada also examined an “appeal of Penthouse Global Media Inc., California, USA, whether the content of the foreign program “Penthouse HD” conforms to the European Convention. The monitoring conducted by the National Council revealed that this channel had erotic content. The volume of broadcasting – 24 hours a day, the program language – English; advertising and other commercial information is not available; during the broadcast age classification mark of video is not used. In compliance with the requirements of Article 13 of the Law of Ukraine “On Protection of Public Morality” broadcast of “Penthouse HD” is allowed from 24 P.M. to 4:00 A.M. In this respect the decision of the National Council shall enter into force on the day of its publication,”- as reported in the decision of the regulatory authority.
